Admin can
Listed in full before launch:
- Pause new drops.
- Update the oracle address.
- Update the basket within the basket rules.
- Set the settlement time.
Admin cannot
- Move vault funds.
- Mint $CX.
- Raise the Reservoir cap.
- Change shell weights after launch.
Treasury
Treasury is a multisig.
